The fact that they are suddenly applying this to motards but not to EXs is horseshit.
You're reading it wrong.
You MUST provide a containment method of 3qts oil on all motards.
You MAY use a fairing to do this.
Or use whatever other method you think will work, comply with the specifics of the rule, and pass tech (workmanship, etc).

Yes, however, in other racing organizations I looked around a bit. They clarify that your belly pan should hold 3 qts, or if you bike holds less than three qts, then your pan must hold the capacity of the bike. So a 1.5 qt belly pan would be good for WSMC and I think WERA but not good enough for LRRS...

Have you ever seen or heard of an EX500 blowing up?
Now have you ever seen or heard of a motard blowing up? And how many examples of said motards can you think of? Makes sense to me...
I heard that BJ made a deal with the track. He sings the national anthem and they allow EX500's to run without a belly pan.

Hey, Clarkie, how many Motards did you blow up last year?
Seriously though, Motards tend to leave more oil on the track in any given year than other bikes. It will make far less clean up for them to have catch pans. And that means less waiting and more racing. Which is what everyone wants.

RIP Chris Spencer.
Well, I'm gonna give this a try this weekend and see what I come up with. I'll let you know if I discover a good fix.

They get good reviews on various forums. You need to buy off ebay. I just got one for 72 including shipping. Search for supermoto carbon fiber belly pan

Since I just bought a CRF to race this season...let's fire up this thread up again.
Anyone have good luck with that carbon belly pan?
Need to run the diaper in there for LRRS tech?
Can you use a moto stand with it, or do you need to go with the front / rear stands?
I'm not clamping a baking pan to my bike either....

I use it. I originally hose clamped it through the mounting brackets until a tumble in T1 into the tires broke all the mounts off. Now I just safety wire it on through the rivet holes and have no issue passing tech. I would not rest the bike on a stand with it though.
See you on the grids!
