how hard is it to register a salvage title in RI?

I don't think it is any harder that Assachusetts.
1. Buy the bike of your choice.
2. Take pictures of damaged areas.
3. Purchase the parts needed to repair the motorcycle, make sure you keep ALL the recipts.
4. Repair the motorcycle.
5. Contact the RMV/DMV and find out where the nearest state operated salvage inspection station is located and make an appointment if necessary.
6. Load the repaired motorcycle onto a trailer. Bring the before photos and ALL the reciepts. The officer will inspect it, check your receipts and you should be good to go.
I believe ther is some sort of application process as well. Talk to your local DMV/RMV and they'll be able to fill you in on the details.
P.S.
Keep in mind that insurance companies will not write fire, theft and collision coverage on previously salvaged vehicles.

Further, the State Cops won't even let you pass the inspection if you dont bring it back to "original (or pre-crash) condition.
The most important point that you missed is that the insurance estimate for the salvage vehicle must be presented at time of inspection by the SP.
If you can document(with reciepts) all of the major parts that were purchased to rebuild the bike, you are elligable for full insurance, as well as whats refered to as "Reconstructed" title.
The key is that everything has to be documented with verifyable recipts. eBay or paypal reciepts wont work, as you need either a recipt from a real store, or a Bill of Sale from the seller.
Pictures are not needed.

I dont know about RI, but in MA there are three kinds of titles.
1) Regular (not crashed yet) - or the wreck was not reported to the insurance co. ie clean title.
2) Salvage (not registerable - It just means that the state can charge sales tax and the town excise tax).
3) Reconstructed - All of the work that was needed to get it to its prior condition was done (as certified by inspection by the State Police).
