Set up for this: I moved from Boston to Providence since last season. My bike is currently in my dad's garage in CT, unregistered.
I always thought that RI did not have a motorcycle inspection requirement, but I've come to find out that it does. Anyone have any experience with this? I need to register in RI and get back on the road but I'm missing a turn signal right now (new ones are ordered, wont be here for a while).
I read that I need to get the bike inspected within 5 days of registering. Not sure what the consequence of missing the inspection is, but I would rather not chance an insurance claim with no inspection sticker.
Second issue:
Providence vehicle tax is 6% of NADA clean retail, with a $1000 exemption. I'm looking at $850/yr for my car, plus a probable bump in insurance. Does anyone see an alternative to this? I probably should not leave my car registered in Boston (no residence there). I could try registering in CT using my parents address, but they will be moving within the next year.
Thoughts?
RI has inspection, but isn't enforced by the DMV. I've had bikes for the last 18 years and never once have had my bikes inspected. As for the property tax, providence is the highest in the state. Sounds like your only option is to register in RI and buy a jar of personal lube to help with the pain

I forgot to get my bike inspected 2 years in a row in NH, never got pulled over so I never had an issue.
Like I said they say, nothing stops a party barge.

That ND thing doesn't sound legal at all. And on that note I would def do that over paying 850 a year
as R7 mentioned you could & perhaps still can get away with it on a bike(I haven't had a sticker for the past 3 years on either bike), however RI is grasping for any $$$ they can get. When I recently had the dealer (out of state) register a new car there was a delay in my picking it up, by the time I picked it up it had been 9 days since the dealer registered it. I received a letter from the DMV stating my registration would be suspended if my car was not inspected within 5 days from the date of the letter. I know the inspection process for bikes isn't nearly as tracked / monitored as cars, so just an FYI you may receive a letter.
P.S> move out of providence as soon as you are able, they did a story on vehicle taxes through the statehttp://www.golocalprov.com/news/the-...n-ri-for-2013/
same vehicle, prov tax $850 per year(highest in the state) Richmond $330, Narragansett $150, new shoreham $89
and as an FYI on registering out of state, again you MAY be able to swing it (as you could in the past) however I recently had a friend get hosed by the state for just this issue. He had all of his vehicles registered at his vaca house in NH for several years while residing 100% in RI, got pulled over and the cop questioned the difference in registration address VS license address, got a speeding ticket. about 2-3 months later he gets a letter from the RI dept of taxation asking about his residents, work address etc. Turns out the ticket was tagged, they researched his tax returns, license and registration information and determined he had been "hiding" his vehicles at a residence he did not live at. Charged him for all 4 vehicles back taxes for several years, ending up costing him just over $5k in back taxes.
Same thing happened to a local cop who did the same thing, new chief got curious when a RI town cop / resident showed up to work every day with NH license plates. Got wacked with a few grand in back taxes, desk duty and on the chiefs shit list.
The punchline here is that I'm living in Providence so I can walk to work and reduce commuting costs and time. The new apartment im moving to in July will be a 30 minute walk to work, and my vehicle tax will go up something like $700/yr total. Good thing gas is expensive, or I would hate to think about the cost/benefit implications.
Just got pulled over in the Subie this morning pulling into work for having an out of date inspection sticker... fml only reason i drove the car in today was to take it to be inspected after work... $62 ticket or send it in not guilty and try and fight it in court

Just to show there are 2 sides of every coin. I forgot to inspect my 2nd vehicle (a pickup) for ~2 months one summer. I got caught by a (NH) statie running to the gas station down the street for fuel for the mower. $60-something ticket and he apparently could very well have towed the vehicle on the spot. I was less than a 1/4 mile from the house and the truck was in perfect working order. I just had forgotten to take it down to the guy and get a sticker; I was driving my little gas saver 98% of the time.
I used to think NH was fairly liberal with the inspection stickers too. Unless your vehicle was obviously in dis-repair, I figured you'd get a warning 9/10 times.
I was wrong.
Interesting that RI doesn't enforce this.

Yes, this thread is specific to bikes only. Autos are a different matter.
As to the legality of registering in another state, you'll notice of the examples given; neither one had a business located in another state (the LLC, or limited liability corp. that I mentioned). Ever notice how most of the 18 wheeler trailers are registered in Maine? Hmm, I wonder why that is? Anyway, all of the answers are on the website if you want to do the research.
Also, can we delete this thread or make it private? I'm sure most of the riders from RI like their loopholes and don't want them to be known to any joe-shmoe or (DMV employee) browsing the internet.
Commercial vehicle owned by a parent company, operated as, registered as, and insured as a commercial vehicle. I'd think that is a sufficiently different scenario from shell company'ing your bike.
Does this forum have a section that is at least registered members only, so that it is not indexed by google?

It's no secret about the RI bike inspections, it has even been printed in the newspaper in the past. The DMV at the time didn't have the funds to upgrade the system to track bike inspections like they do in Auto's. It's probably an upfront cost vs long term cost as far as being worth it for the state.
It really isn't a loophole, local law enforcement can still stop/ticket you for no sticker![]()

Inspection tickets are moving violations in mass, only reason I bother...
Anyone actually gone through with its-titles.com? I'm kinda tempted to check that out.
Ah, I interpreted your statement to mean that local PD don't care about bike stickers. You mean that the DMV doesn't. In that case, I'm pretty sure until recently MA was the same way. Surprised you can ride frequently without a sticker and not have trouble. Do your friends know you as a lucky guy?
And my question about forum structure was more a general question. This thread's already in the open and indexed now anyway. Set in stone.

I have a friend in RI who inspects another friends 25+ bikes each year. All bikes inspected and all registered. She does them all at his house. Its quite the collection and here i almost forget to inspect 1 bike each year.
