No, in RGB 000 000 000 is black, 255 255 255 is white. CMY is the opposite. It depends on whether you're starting from black (RGB- projectors, computer displays) or white (CMY- printing).

rgb is used in printing as well. but yeah it comes down to transmission of light and reflection of light
