I am just going to use it strictly as a track bike.
Can I get in trouble with the law?..I don't know anything about this situation

What is truly a blank frame? Isn't the vin# on the engine? I guess i could run it thru that.

If it is a production bike then you should be able to see if the number has been ground Look carefully at the headstock, the VIN is always stamped vertically and is usually on the right side.
There is a lot of technology that can identify numbers even if ground off in some cases.
The engine # is not the VIN # but is used by the manufacturer to identify the build date, plant etc. In Europe, they also list the engine # on the ownership documents.
Look for other obvious efforts to hide / change the original identity, repainted body, parts missing or scratced etc.
If you have any doubts, pass on it, a deal isn't a deal if the cops come knocking on your door!
A blank frame can also mean that the bike has an aftermarket frame or a replacement frame that was not intended for road use, so they did not stamp it with a vin.

I would be aware of an intentionally ground off VIN.

Have you emailed the seller and asked about the status of the frame?
id just ask him what he means by blank frame. with the black anno, it should be easy enough to tell if the vin has been ground off. also do they put it in multiple places on bikes like they do on cars?
I would doubt there are any CBR600s with "blank" frames out there. They are stamped at the factory and Honda wouldn't import a bike without a frame #, It doesn't make sense. Even for a top team to build a race bike, I am sure they would just take an unregistered new bike and build a race bike from it.
Ask the guy to send you a couple of high res close up's of the headstock
I don't know about Honda, but when a friend of mine looked into a new Yamaha frame for his R1, he was told it wouldn't have a vin number on it and that he would have to have it stamped in after the DMV issued a rebuilt title.
So it's possible that it's true...but with the costs for a new frame being as much as a complete salavaged bike, you'd have to ask why would you even bother?

When I looked into buying a replacement honda frame, they told me how it works. My frame was damaged, I had to cut the neck off of it, with the vin on it, mail that too them, they would stamp the new frame with the numbers after verifying them from what I send. They told me they do not sell frames without a vin.
It's all water under the bridge, and we do enter the next round-robin. Am I wrong?
My race Aprilia had the frame replaced when I crashed the bike. The new frame had/has no numbers on the neck. I crashed again and fucked that frame up too.
